LeBreton Flats

Building LeBreton transforms a vacant brownfield site adjacent to Parliament Hill into a dynamic net zero neighbourhood in Ottawa. LeBreton Flats is designed as a model walkable community where automobiles are filtered to the edges, freeing internal streets for pedestrians. A network of multi-use trails connects residents to the Ottawa River and downtown, with LRT stations, the main street, and parks all accessible without crossing vehicle lanes. The target modal split is 60% transit, 20% walking and cycling, and less than 20% by automobile.
The project is anchored by foundational commitments to affordable housing, sustainability, parks, community amenities, and economic benefits for equity-deserving people and Indigenous Nations. Parks and open space comprise 40% of the site. The Ottawa Senators have chosen LeBreton Flats as the location for their new event centre.
Using CMHC funding policies as a model for the business plan was instrumental in securing affordable housing commitments. The project has been awarded for Canada's largest net zero development and is on track to deliver 1,000 affordable units, increasing Ottawa's overall affordable housing supply by 5%.
Key challenges included delivering an approved plan within four months through an integrated design process, and navigating complex municipal approvals for the removal of a planned arterial road. Phase one is now under construction and phase two is in planning.
