Led by Chris Hardwicke while principal at O2 Planning and Design, the Victoria Park Rivers District Infrastructure Master Plan sets the stage for revitalising one of Calgary's most historically significant areas. Once a vibrant mixed-use neighbourhood, the Rivers District had fallen into decline due to environmental challenges, infrastructure gaps, and accessibility issues. Despite multiple redevelopment proposals since 2007, the area lacked a unified and actionable strategy.

The team took an integrated planning approach, crafting a comprehensive framework designed to reconnect the community, attract new residents and businesses, and establish a district that flourishes year-round without sole dependence on entertainment venues.

The plan was shaped through an intensive eight-week engagement process involving private landowners, municipal departments, provincial experts, and the Calgary Stampede. Key moves include burying the LRT, constructing new underpasses to navigate CP rail lines, and realigning the conference centre to harmonise with the city grid. Public realm improvements connect the Stampede Grounds to the broader city through plazas, mixed-use districts, and active streetscapes. Zoning initiatives encourage affordable housing alongside a creative loft district, historic warehouse area, and mid-rise family zone. Performance-based urban guidelines govern setbacks, sunlight protection, active frontages, and permeable facades to ensure a well-balanced public realm.

The result is a bold, actionable vision restoring the Rivers District's historical significance and creating a resilient, connected, and inclusive urban community.
